Some of the oil that was put into the turbo seems to be leaking out the exhaust seal a little bit. Could this be from just a seal that has been dry for a while or do I need to have a new seal put in it???

small amount of oil is normal if the turbo has been laying on its exhaust housing

Well he put oil in it last night and it was sitting in the box with the exhaust housing sitting at like a 20-30* angle. Its not pour in oil out just a little slick. If you look hard enough in the bottom picture you can see it.

how does the shaft feel? Should not have any in out movement..small amount up and down.

No in out movement. little up and down. This turbo has 10Kmiles on it.
