Smarty Boost psi???

I am running my smarty on #5, and only seeing about 28psi of boost. is this normal?? I thought it should be closer to 35 or 40... I got a quad boost fooler just to see if anything would change, and nothing. What kinda boost are you all seeing with your smarty on stock turbo??
