Mega Rear Seats Recline Issue

Anyone ever have any issues with the rear seats not reclining in your Mega? I have an 06 I just bought and the (60%) side won't recline but he (40%) side does. I am sure its something with the cables but looking for any past experience to help me out.

I've never had any issue with it reclining just with getting them to lay down. I usually have to sit in it and get it to recline then it will lay down. I've tried using some wd40 and it seems to help for a little while but fades away pretty quick so maybe a better lube or grease would help out.
