windshield washer does not work

I recently bought the truck and noticed the windshield washer does not work. I verified there is no voltage at the pump, and the pump works fine when 12v applied. The wipers come on when button pushed, so multi-switch works. I have read there is no fuse and about problems with the TIPM, which is usually replaced or reset.

If an over current is detected in the TIPM, is that circuit disabled requiring a reset? Do I have to take it to the dealer, or are there code scanners that can do it? Or, is this type of problem usually a blown circuit in the TIPM?
