Fuel Leaking from Rail in cold weather?

Just fired the truck up outside, and I looked under and noticed I had fluid leaking down from under the truck. Fearing it was coolant (again) after replacing the water pump, I crawled under and it is fuel. Popped the hood and there is a fair amount of fuel leaking from the rail. Just drove the truck last night and it was not leaking from there. It is significantly colder today here in Omaha, weather just said somewhere north of 0* last I heard.

Is it normal to leak out fuel from the rail when it gets this cold?

Here is a pic of it. I have a video but I cant get my computer to load it right now. Just imagine a constant oozing of fuel from there.

Looks like your rail PRV (pressure relief valve) is loose at the rail or has blown and is leaking past the body. try WITH THE ENGINE OFF FOR AT LEAST 30 SECONDS to loosen up the return line on top and the try to tighten the valve into the rail to see if is loose. then of course tighten up the return line on top. If leak is still present i would look closer at the rail and/or the PRV being bad and needing replaced
