heated seats not working

hey guys, i installed a new heater pad on the passenger side of my truck, which didnt work when i bought it. i noticed that it would stay on even when the truck wasnt on so i unplugged it then i plugged it back in and now both seats didnt work, the lights on the high low button would both just flash. does anyone have any ideas, i check the fuse and it looked good. any ideas would be great thanks.

turn the switch on and check the voltage. if it is good plug the heater in and check amperage. also check the switches.
