Neutral safety switch

Do 06 manual transmission equipped vehicles have/supposed to have this feature?

Reason I ask is because it seems to me that a while back it wouldn't start without the clutch in. Last night I leaned across the passenger seat to roll up the window, and I jogged the starter. Scared the living daylights out of me! Could my manual high idle have bypassed this safety feature?

My truck won't turnover unless the clutch is pushed in. Its an 06

Mine is intermittent. Seems to work when it wants to. I wonder if it is from the manual high idle.
