anyone know if stacks are illegal in pennslyvania

so tonight i got pulled over for the second time in the matter of a week for my stacks, they say that they are illegal and that i need to have a heat shield on them. does anyone know if they are or arent illegal? dont really wanna take them them off, figured id ask an see.

Technically, any modification to your exhaust, other than replacing parts with similar ones, is illegal in pretty much every state. Some cops just like to hassle trucks with them. They like to mess with the Ricers too. For some reason straight piped Harleys don't seem to get hassled and they are just as loud or louder....
You might want to consider a small muffler to quiet them down a bit. I almost bought a truck with them but Man that thing was loud......

If this was true then every semi on the road would have to have heat shields and they dont. I think the cops are bored and want to jack with you.
