Bilstein shock problem

So I've been having issues with slow speed bumps and turns giving me a clunk that I can feel in the wheel and on the brake. Its nothing you can hear its just something I feel. Everything up front including all steering parts have been replaced and verified tight. Tonight I grabbed ahold of my front shocks through the coils and noticed I could make a clunk noise pulling them side to side. Lower mount is VERY tight and the top bushings feel good as well. The fact that I can move them by hand concerns me a bit so I was hoping someone else may shed some light on this by checking their shocks. I have Bilstein 5100 series and they have about 40K of average driving on them. Thanks in advance for any help...ROB
