So if I understand you.... one of the grid heater relays has low input voltage... if this is within 1/4 volt of the other relay... .250 volts... I would think that's acceptable.. I also assume that you reading this voltage when the relays aren't working.... if the voltage is more than 1 volt you need to find the bad connection and repair it.... low voltage to the grid heater will cause a much higher current draw and that mad connection will heat up and later fail...
