I would start by changing the fuel filter, then check the fuel pressure on the outlet side of the filter.
A bad transfer pump will do as you describe, but so will a bad injection pump, or a fuel hose that is leaking air into the fuel, crud in the in-tank pickup tube screen, or even a bad overflow valve.
The best thing is to make sure you have a clean filter, have primed the truck, and then test the fuel pressure.
It is also a good idea to dump the error codes and look for an injection pump related error.
