On your 95 if you get an intermittent ground at the starter solenoid (down on the starter) from excessive carbon on the secondary contact it is possible to have the cruise control button pressing close the ground enough to make the circuit. Not a good idea as it will burn up your internal body wiring harness.
Given your symptoms, I would check the starter contacts, the fusible links under the PDC, and the ground cables from the body to the engine and from the frame to the engine.
