I looked on OBD-II Trouble Code: P0403 Exhaust Gas Recirculation Circuit Malfunction

there are a few things to look at there...

That code is from no Control circuit. Meaning it is not sensing the motor itself.
Pins 6,7,8 are for the motor unit. If you can meter them and see resistance, check the pins on the connector for possibly pushing back into the connector housing.

Dealer didnt tell me ecm was under cummins warranty! Is it supposed to be? Should be covered for 100000miles if it is right? And no dealer has been very good about performance upgrades and hasnt voided warranty.

The ECM should certainly be covered under the 100K warranty. I'd be pretty ticked if they tried to charge you for it.

Don't know if this will help or not. When I initially unplugged my EGR I got the standard p0405 code that I expected and nothing else. No updates or flashes since then but I did complete the DPF delete a couple of weeks ago. The truck is running great but decided to check codes to see if everything was still good and noticed that I had p0403, p0404, and p0405. Cleared and all came back. Cleared again and plugged back in the EGR and no CEL. Unplugged again and immediately all 3 codes return. Any thoughts?
